Roads in island city are always very complex. By conducting in-depth field survey and extensively soliciting opinions of the social public, Ehualu identified two trunks featuring complex road conditions and serious traffic congestion, i.e., the East-West Trunk and the South-North Trunk, to start the pilot construction in combination with actual traffic situation of urban areas of Xiamen. The Project focuses on improving the transportation infrastructures, optimizing the transportation organization and implementing the intelligent transport. I. Improving the Transportation Infrastructures
The Pilot Project replaced a total of 97traffic sign posts, built 30 slow-down signs for pedestrians, and planned the traffic markings with the length of 21,000 meters, thus effectively reducing the traffic interference, regulating the traffic order and improving the road transportation. II. Optimizing the Transportation Organization
According to the actual traffic situation of South Hubin Road and West Lianqian Road, the Pilot Project focused on improving the organization of public transport, including adjusting the unreasonable location of bus stations and adjusting the turning lane of two roads at two intersections based on the analysis and exploration of transport detection data. III. Implementing the Intelligent Traffic Science Engineering
Based on the original transport facilities of South Hubin Road and West Lianqian Road, the Pilot Project built up six sub-systems, including 475 traffic flow detectors, six sets of video traffic flow acquisition systems, 33 traffic signal controllers, four traffic information display screens, 55 sets of E-police enforcement systems and 101 high-definition traffic video monitoring systems, and greatly increased the traffic control capacity and road transportation of two pilot roads by effectively integrating the original and newly-established systems.
The Pilot Project completed the construction of such four distinctive systems as intelligent signal control system, perfect off-site enforcement system, full-coverage video monitoring system and real-time traffic guidance system. Since the operation after being delivered, these systems has operated stably, achieved the expected objectives, obviously eased the traffic congestion and highly recognized by Xiamen Municipal People’s Government and other relevant departments.
Firstly, implementation of the Project effectively relieved the traffic congestion. The third-party evaluation institution adopts the internationally accepted the indicator comparative evaluation method to analyze and compare the indicators before and after the construction, and the result indicates that the average speed of general vehicles increased by 14.4%, the average travel time of vehicles shortened by 12.59%, the intersection illegal driving rate of vehicles sharply dropped by 86.7% and the illegal parking in key sections declined by 52.73%.
Secondly, implementation of the Project produced the scientific method of easing traffic congestion. The Pilot Project made meaningful exploration and practice of solution and scientific method to ease the traffic congestion, forming the integrated and systematic solution. The integrated solution of “Improving the Transportation Infrastructures + Optimizing the Transportation Organization + Implementing the Intelligent Traffic Science Engineering” made the generally-recognized achievements and accumulated experience for the construction of next-generation intelligent traffic of Xiamen.
Finally, the Pilot Project verified the comprehensive capacity of the project contractor. Because the Project involves many different fields of the urban transportation management, its implementation will inspect and verify the comprehensive strengths of the contractor in terms of theory and concept, consultation and design, cooperation and coordination, accumulated achievements, hardware and software technologies, system integration, project implementation, system operation and maintenance, etc.
The project achievements prove that Ehualu have relatively strong comprehensive strengths in easing the urban traffic congestion, especially, the introduction of international leading lean intelligent traffic control concept plays an important role in the construction of traffic congestion relief pilot project.
